The Cayman Islands is engaged in a process which holds the promise of a bright future, not unlike the metamorphosis of the caterpillar to a butterfly. This metamorphosis is known as STRATEGIC PLANNING. A 240-member team representing a wide spectrum of the community, drafted Cayman's Strategic Plan for Drug Abuse Prevention and Rehabilitation.

It is a plan which includes beliefs, a mission, objectives, and strategies. Specific Action Plans, designed to achieve the strategies identified, were also drafted over a nine-month period by many Government agencies and Non-Governmental organiszations (NGO's) alike.

One of the roles of the National Drug Council (NDC), as charged under The National Drug Council Law (2001 Revision), is to coordinate and monitor the implementation of the Strategic Plan for Drug Abuse Prevention and Rehabilitation on an ongoing basis.

The strategies outlined have been approved by the Ministry of Health and Information Technology. The NDC liases directly with the United Nations International Drug Control Programme (UNDCP), the British Government and various National Drug Control Bodies. Implementation of the strategic plan began in 1995 as an ongoing process which is updated annually.

Our Goals
The National Drug Council (NDC) is dedicated to the eradication of substance abuse in the Cayman Islands and to co-operating with Foreign Governments and Agencies in order to facilitate a more effective address to global trafficking of illicit drugs. The goals and objectives of the NDC are realised through a fully integrated address to substance misuse and abuse, which brings the community of thought to bear on its planning, operations, research, and programmes as mandated by the Cayman Islands National Strategic Plan for Drug Abuse Prevention and Rehabilitation.

STRATEGIES
Strategy I
We will maintain and enhance co-ordination off all the efforts of Governmental Agencies, Voluntary Organisations, and concerned citizens.

To maintain and enhance a mechanism for representation and co-ordination of Government Agencies and Non-Governmental Organisations and concerned citizens.

To maintain and enhance family ties through organised and co-ordinated activities.

Strategy II
We will conduct a comprehensive Education Programme on the dangers of drug abuse and its related problems with special emphasis on the family's pivotal role in the development of character and self-esteem of each individual.

To maintain and enhance a National Education Programme on the dangers of drug abuse and its related problems.

To maintain and enhance the significance of the self-esteem in the development of a person.

To maintain and enhance a structured developmental programme that strengthens the family.

To promote a positive and fulfilling lifestyle for each individual.

To provide a drug education programme which is relevant and is accessible to teenagers and all school aged children.

To ensure that the drug education programme is relevant and accessible to all the people in the Cayman Islands.

Strategy III
We will ensure that a social and recreational network is established to provide and maintain facilities and services in each district.

To develop co-ordination and proper communication between all social and recreational organisations in order to increase the awareness and participation of the public in planned activities.

To provide or upgrade community centres in each district to facilitate all types of activities.

To identify district councils/community groups to oversee activities in their respective districts.

Strategy IV
We will ensure that legislation is in place to support and enable the accomplishment of our mission.

To reduce the recidivism rate amongst the prison population.

To reduce driving while under the influence of drugs.

To enact drug legislation.

To discourage the next generation of dealers.

To maintain and enhance international conventions/legislation that are applicable to the Cayman Islands as a result of its being an Overseas Territory and also generally in relation to drug abuse.

Strategy V
We will guarantee treatment and rehabilitation services and facilities to meet the diverse needs of individuals.

To provide centralised outpatient substance abuse treatment programmes supported by District Satellite Services with appropriate facilities.

To strengthen the detoxification programme at the Cayman Islands Hospitals.

To provide residential facilities for treatment and rehabilitation for substance abuse clients.

To provide residential facilities for treatment and rehabilitation of adolescent substance abuse clients.

The prison will be a drug free environment and will provide treatment and rehabilitation services to substance abuse inmates.

Maximise job opportunities for recovering substance abuse clients, enabling them to be integrated back into the community.

To develop programmes for identified substance abusers in the school population.

To ensure that health professionals and personnel officers of various organisations (Government and Private) are trained to identify and refer substance abuse clients early for treatment.

To increase the number of Caymanian Substance Abuse Counsellors.

Strategy VI
We will generate in each local community the motivation and capacity of residents to develop their own creative solutions.

To promote fuller community awareness of the larger social and economic consequences of substance abuse, thereby leading to deeper problem ownership.

To foster an atmosphere of understanding, trust and co-operation amongst communities and in the area of curbing substance abuse.

To provide for a greater community input in substance abuse prevention and rehabilitation strategies.

To continue providing communities with basic self-help resources to assists them in implementing prevention and rehabilitation strategies.

Strategy VII
We will explore and develop all means whereby we continuously monitor and record the onset, nature and extent of all aspects of the drug and alcohol abuse problem in our population.

To select an appropriate and confidential computerised system to perform the requisite statistical analysis necessary to monitor and measure the drug and alcohol abuse problem.

To maintain and enhance the selected Computerised Information System.

To continue conducting studies to determine the nature and extent of the drug and alcohol problem in the Cayman Islands.

To collect data on the frequency of drug and alcohol incidents/cases from the relevant institutions and organisations (existing sources) to determine changes on an ongoing basis.

To conduct a survey of school children to gather information pertaining to the onset of the drug and alcohol abuse problem.

Strategy VIII
We will develop, to the highest possible degree, our law enforcement agencies' effectiveness, including interdiction.

Continue delineate, co-ordinate and communicate the efforts, responsibilities and roles of Police, Customs and the joint Drugs Task Force and Forensic Lab.

Lines of communication must be maintained to ensure that inter-departmental strategies are developed, the sprit of co-operation is maintained and that any matters affecting the agencies jointly are dealt with collectively.

To provide adequate funds for informants payments and amend the relevant laws for seized assets and monies to be used specially towards drug interdiction purposes by LAW Enforcement Agencies.

To increase the public's awareness of the systems in place to receive and review complaints of dissatisfaction of internal investigation and trust of Law Enforcement Agencies.

Enact Legislation to provide for the interception of private communications concerning criminal activity including drugs, and including but not limited to electronic communication lines.

Overall improvement of the communications systems particularly with a view to ensuring confidentiality.

Strategy IX
We will ensure that adequate funding is in place to support the initiatives of the Drug Abuse Prevention and Rehabilitation Alliance.

To obtain commitment from community organisations to co-operate with the Central Committee and hold fundraising functions for this cause throughout the year.

To increase financial penalties on, and to allocate receipts from, drug related crimes, specifically to fund the drug abuse, prevention and rehabilitation programme.

To secure grants from the private sector to match contributions made by Government.

To expand our approach to foreign governments and major institutions to provide financial assistance to the Cayman Islands Government's drug abuse prevention and rehabilitation programme.

Strategy X
We will effectively address all of the dangers associated with legal substance.

To establish the necessary legislation to address the abuse and misuse of legal substances.

To establish programmes that address the abuse of legal substances.

To establish effective monitoring system.
